Polar Prince going on charter for Subocean Group

 

Aberdeen based subsea construction company, Subocean Group, has chartered a DP2 subsea support vessel in what represents a £30 million investment for the subsea installation company.

The Polar Prince will go on charter to Subocean in late July 2009 for two years, with three one year options. The vessel, which will be supplied complete with survey and ROV spreads, will mobilise to the Greater Gabbard project, the first 140 Wind Turbine Generator (WTG) offshore wind-farm development in the world, off the coast of Suffolk.

Super Puma Helicopter Accident – Initial Report

The UK Air Accidents Investigations Branch (AAIB) has issued its initial report into the recent Super Puma helicopter accident.

Although this report relates to a North Sea incident, the relevant issues and the information regarding the gearbox monitoring and warning systems on the helicopter type mentioned could apply anywhere.

Fatality During Lifting Operations

A member has reported an incident in which a fatality occurred during lifting operations. The incident occurred on a drillship while attempting to land a christmas tree (XT), using one of the vessel cranes, on to the XT trolley (see general view below).

It was important to centralise the XT, which weighed 50 tons in air, on to the trolley. Centralising guides were in place on the trolley but lifting conditions (heavy load, near vertical crane boom position and movements of floating unit) required significant planning and supervision for this operation.

Failed Nipple on Bolt Tensioning Jack

A member has reported an incident in which a nipple failed on a bolt tensioning jack. A diver was carrying out bolt tensioning on a 24″ pipeline being connected to a pipeline end manifold (PLEM) flange when the nipple flew out of the jack whilst the system was pressurised and hit the diver. There were no injuries.

On investigation it was noted that an incorrect bolt tensioning jack assembly had taken place when a nipple intended for the interconnecting whips had been installed instead of the recommended correct one. The difference in thread size is quite minimal but can be easily identified visually by the different size orifice. Whenever the incorrect nipple comes loose through constant utilisation, this difference is sufficient for it to be forced out when hydraulic pressure is applied to the system.

Venezuela's Chavez vows to begin takeover of oil companies

 

CARACAS — Venezuela’s President Hugo Chavez vowed to begin the takeover of a series of oil service companies today, just a day after congress cleared the path for more state involvement in the business.

The president said Thursday the government would move quickly to gain control over service companies that perform oil industry duties that were once controlled by the state many years ago. Earlier in the day, lawmakers in Venezuela’s largely pro-Chavez congress approved a law that allows Petroleos de Venezuela SA, or PdVSA, to take control of these oil services firms.

Obama administration will not back off on GOM drilling tax

 

The Obama administration is sticking with a plan to raise about $5 billion over 10 years through a new excise tax on oil and gas production in the Gulf of Mexico out of its proposed fiscal 2010 budget, a senior administration official said yesterday. The comment came after the White House released new details of a budget that showed it is also sticking with other plans to eliminate $26 billion in tax breaks for oil and gas companies. Half of that would come from eliminating a tax break for domestic oil and gas production. Companies say the tax measure keeps jobs in the U.S. 

“Oil and, to a large extent, gas are internationally traded commodities and their prices are determined on the world market,” the White House said in justifying the tax plans. “As a result, domestic oil and gas production subsidies do not significantly reduce the prices that consumers pay for products such as gasoline and home heating oil, resulting primarily in higher returns to the oil industry.”

Law would let Venezuela take over oil contractors

CARACAS, Venezuela — The National Assembly gave preliminary approval Tuesday to legislation that would let President Hugo Chavez’s government seize control of some oil service companies without following usual legal procedures for expropriating private businesses.

State oil company Petroleos de Venezuela SA, or PDVSA, has clashed in recent months with domestic and foreign firms over their fees for providing equipment and services to help extract crude. PDVSA wants to slash those costs 40 percent because its revenues have plunged due to the fall in oil prices, and it says some contracts are now overvalued.

MMS announces release of latest GOM energy forecast

HOUSTON –- In a press conference at the 2009 Offshore Technology Conference, the Minerals Management Service (MMS) announced the release of the Gulf of Mexico Oil and Gas Production Forecast: 2009-2018 and the Deepwater Gulf of Mexico 2009: Interim Report of 2008 Highlights.

In the forecast report, Gulf of Mexico (GOM) oil production is forecasted to increase substantially over the next several years, possibly reaching 1.8 million barrels of oil per day. GOM gas production is forecasted to continue its decline over the next four years due to aging projects in shallow water. Future increases depend on the successful development of undiscovered resources in the Gulf.

HSE updates diving at work regulations

SEATTLE, WA — HSE has published it’s latest revisions and updates to the Diving at Work Regulations 1997.  The new document is to be known as “List of Approved Diving Qualifications dated 1 May 2009.”

MMS and NPD sign memorandum of understanding to share resources, info

WASHINGTON, DC — The U.S. Minerals Management Service (MMS) has signed a Memorandum of Understanding (MOU) with the Norwegian Petroleum Directorate (NPD). The non-binding MOU is a cooperative agreement to exchange resource management information to address issues of mutual interest related to offshore oil, gas, and mineral resources.

MMS Acting Director Walter Cruickshank and NPD Director General Bente Nyland signed the MOU.

Global Industries slowing down West Africa operations

 

CARLYSS, LA — Offshore construction and support company Global Industries Ltd. earned revenues of US$269.5 million for the first quarter of 2009 compared to US$301.5 million in the first quarter of 2008. Net income was US$19 million for the first quarter of 2009 compared to US$26.1 million in the first quarter of 2008.

Global Industries is wrapping up its current project in Nigeria and have no booked projects for its West Africa Business Unit in the company’s current backlog. Consequently, the company has made the decision to curtail its operations in West Africa in an effort to minimize the impact on operating results.

BJ Services awarded Technip Canada EPCI contract

ABERDEEN, UK — Technip Canada has awarded BJ Services an engineering procurement construction installation (EPCI) contract to provide subsea pile installation services. Under the contract, BJ Services will carry out hydraulic hammer pile-driving services offshore eastern Canada.

BJ Services will drive a number of 24-in. (61-cm) and 36-in. (91-cm) subsea pin piles into the seafloor using S-200 subsea hydraulic hammers while working from Technip’s Deep Pioneer and Wellservicer vessels. The operation will be supported by BJ Services personnel from operations bases in St. John’s and Lafayette.
